The 2026 ranking at a glance
Ten SEO agencies in Luxembourg, their websites reviewed one by one in August 2026. Only one publishes its prices, Exoa, from 1,750 € for an audit. The other nine put no figure on the table before a quote. That is the first useful gap when you are working out where to start, and the market has opened a second: generative answer engines absorb a growing share of informational queries, which moves part of the effort towards GEO.
GEO is the practice of optimising a website for generative answer engines such as ChatGPT or Perplexity. It complements Google SEO rather than replacing it, and we set out how it works in what GEO (Generative Engine Optimisation) actually is.
Vmerci opens the list because this is our article. The other nine agencies are not ranked against each other: the number is a reading marker, not a score.

How this ranking was built
Three criteria drove the selection, in this order: a verifiable Luxembourg footprint (live website, address or point of contact in the country), the SEO specialism the agency claims on its own site, and the transparency of its commercial information. Every website was consulted in August 2026, and every entry carries one dated observation from that review: what the agency actually displays, including where that does not match its reputation.
It is not an independent comparison and does not claim to be: check every entry against the agency's own website, that is what the links are for.
It is not a performance league table either: the results these agencies obtain for their clients are not public, so they are not comparable.
1. Vmerci

Vmerci works on Google SEO, on GEO to appear in answers from ChatGPT, Perplexity and Claude, and on the multilingual strategy specific to the Luxembourg context (FR/DE/EN/LU). The agency also supports SME Packages applications.
Our own website put through the same grid as the others, in August 2026: the founder is named, clients are displayed (Yollty, SNCH, House of Training, Chez Mika, Socialness), the blog carries 2026 dates. On the other hand, we publish neither a postal address nor a price list. On price transparency we sit with the other nine, not with the exception.
Best for: SMEs that want Google and answer engines covered in the same project

Checked in August 2026: it is the only agency in this ranking to publish its prices, and its site treats SEO, SEA, local SEO and AI SEO as separate pages. Two things to know before calling: the footer announces two locations, Paris and Luxembourg, and no Luxembourg postal address appears on it.
Best for: SMEs and freelancers who want a price benchmark before the first meeting
3. Neo Agency

Created in 2021 as the digital arm of Editus, itself a subsidiary of the POST Luxembourg group, Neo Agency holds a rare asset: access to territorial data and knowledge of the local economic fabric.
Recorded on the site in August 2026: an address is displayed in Kayl (208, rue de Noertzange), and it is the only agency on this list, alongside Vmerci, to name GEO as a distinct service next to SEO. On the other hand, no team member is named and no client reference appears on the site.
Best for: Luxembourg SMEs aiming for a strong local presence
4. Concept Factory

A long-standing Luxembourg agency founded in 1995, Concept Factory displays an address in Luxembourg City (21, rue de Pont-Rémy), names its management and publishes verifiable institutional references: BIL, Cargolux, CFL, Bourse de Luxembourg, Luxembourg Red Cross.
Worth knowing before you approach them: in August 2026 its site files its expertise under Creative, Digital, Social, Media, Design, Analytics, Marketing, Advertising and Events, without listing search engine optimisation as a distinct expertise. If SEO is your core need, raise it in the first conversation.
Best for: Large accounts and public institutions
5. Temeraire Marketing

Temeraire Marketing displays an address in Grass, names its founder and publishes figures on its own pages: 149% organic impressions gained on one case, 99 qualified leads at 32.14 € per lead on another, more than 750 online bookings on a third. It is one of the few sites on this list that puts numbers next to its promises.
Checked in August 2026: search engine optimisation nonetheless has no dedicated page there. The services listed run from website creation to photo shoots and email campaigns; SEO only appears in a blog post. Ask who handles it, and how often, before you sign.
Best for: SMEs that want measured acquisition results, with SEO inside a wider setup
6. E-Connect

E-Connect claims twenty-five years of activity and covers website creation, e-commerce, digital marketing and CRM, with modules built for Luxembourg municipalities.
The site, in August 2026: the homepage opens on artificial intelligence and on those municipal modules, not on search. SEO does exist one level down, as a service in its own right within the digital marketing offer, with a first consultation advertised as free. Testimonials name public sector clients, including the Commune de Koerich.
Best for: Startups, technically demanding web projects and public organisations
7. Knewledge

Specialised in finance and regulated services, Knewledge delivers SEO and SEA strategies under compliance and confidentiality constraints. A skill set in demand on the Luxembourg financial centre.
Checked in August 2026: an address in Steinfort, search broken out into four separate pages (SEO audit, keyword research, ongoing support, local SEO), and client logos from banking and insurance including Raiffeisen and Ethias. The footer still reads "©2025".

8. Adoraweb

On the site in August 2026, Adoraweb devotes a full page to search engine optimisation, with a five-step method (technical audit, keyword research, semantic integration, local SEO, continuous follow-up) and Google Partner and SEMrush certification badges. Its case studies name Luxembourg clients, including Eltrona.
Conversely, the site displays no postal address, a Luxembourg phone number as its only point of contact, and no measured results. The only public figure is a "free SEO report worth 1,000 €", so an entry offer rather than a price.
Best for: SMEs and e-commerce businesses running on WordPress or WooCommerce
9. Time4Digital

Based in Manternach (2 C, op der Gare), Time4Digital presents itself as a local SEO agency with a sustainability angle: local optimisation, technical performance, reduced website footprint.
Checked in August 2026: it is the only site on this list to name several team members with their role, and it devotes a full section to digitalisation grants, funding table included. Worth knowing: the site is published in German, which says plainly enough which market it serves first.
Best for: Local SMEs, German-speaking businesses and companies committed to CSR
10. Vanksen

Active since 2001 and presented as part of the Datawords group, Vanksen handles international projects, integrating social media and content marketing.
What the site shows in August 2026: no office address, only one phone number per country, including a Luxembourg one. And search is not displayed there as a named SEO expertise: it sits under "Performance" and "Global Search", among six areas of expertise. On a precise SEO need, ask who does the work, and from which country.
Best for: Large companies and multinationals with structural SEO needs
Other agencies on the market worth knowing
This top 10 does not exhaust the market. Two players active in 2026 deserve a look without making the ranking, for lack of comparable track record or exclusive SEO focus:
- WebBoost Agency: a full SEO offer (audit, technical, on-page, netlinking, local SEO), with locations in Luxembourg City, Esch-sur-Alzette and Bettembourg.
- Digidream: a communication agency offering search engine optimisation in Luxembourg for companies and freelancers.
A third name occasionally mentioned on this market, Smart Agency, was not retained: no active website could be attributed to it in August 2026.
SME Packages Digital: funding part of your SEO
The scheme reimburses 70% of eligible costs, on a project budget of 3,000 to 25,000 € excl. VAT. Maximum aid therefore reaches 17,500 €. On a 20,000 € project, aid comes to 14,000 € and your net cost to 6,000 €. Source: Guichet.lu, SME Packages Digital factsheet, page updated 11 March 2025.
Watch out for a common confusion: the 25,000 € figure caps the project cost, not the reimbursement. A 30,000 € quote does not entitle you to 21,000 € of aid, it falls outside the scheme.
The published scope covers digital marketing in a broad sense (creating or improving a website, social media campaigns), management systems and electronic invoicing. Search optimisation services are not listed one by one: eligibility is decided case by case, during the prior analysis.
A second scheme exists, and it should not be confused with the first: Fit 4 Digital, run by Luxinnovation with the Ministry of the Economy. It does not reimburse services of the company's choosing, it funds a digital maturity diagnosis, whose cost is set at a flat 5,000 € excluding VAT and covered in full by a grant of the same amount. Point to note: before committing any expense, go through the House of Entrepreneurship (Chamber of Commerce) or the eHandwierk service of the Chambre des Métiers. The Ministry of the Economy then reviews the application, and the grant is paid once the project is complete. Most of the agencies listed here know the scheme. SEO budget in Luxembourg: what to expect
Of the ten agencies compared, only one publishes a price list online. All the others point to a custom quotation. That is the first thing to know before budgeting: here, quotes are hard to compare because there is no public benchmark. A second figure does circulate, but it is not a price: Adoraweb's "free SEO report worth 1,000 €" is an entry offer, not the cost of a service.
The only benchmark available in August 2026 is Exoa's:

These are one agency's figures: an order of magnitude, not a market average. On the Luxembourg quotes we see, an SME usually sits in the lower to middle part of that grid. Ask every agency what its price is built on. A second benchmark, this one official: on an eligible project capped at 25,000 € excl. VAT, the SME Packages bring your net cost down to 7,500 €.

FAQ: choosing your SEO agency
How long before the first results?
Google publishes no standard timeline: its documentation states that some changes take effect within hours, while others take several months. On the engagements we run in Luxembourg, the first measurable signals usually appear between 3 and 6 months, and a stable position rather in 9 to 12 months. Those are our orders of magnitude: insist that any agency tells you what data its own figures rest on.
Is GEO (AI optimisation) strategic?
GEO is becoming a channel that complements Google SEO, and the Luxembourg market is starting to reflect it: of the ten agencies compared here, only two name GEO as a service distinct from SEO, Neo Agency and Vmerci. A law firm cited by ChatGPT on a business law query gains visibility with prospects who will never see a classic results page. An illustration of the mechanism, not a measured case. Do the SME Packages fund SEO?
The SME Packages Digital scheme reimburses 70% of eligible costs on a project of 3,000 to 25,000 € excl. VAT, but the official factsheet describes a digital marketing scope without listing search optimisation services: eligibility for an SEO budget is decided case by case, at the prior analysis stage. The practical rule fits in one sentence: contact the House of Entrepreneurship or the Chambre des Métiers before incurring any cost, and get the confirmation in writing.
Do the SME Packages fund GEO (AI SEO)?
Same scheme, same rate, same grey area: the official factsheet names GEO no more than it names SEO. What changes is how you present the application. A solid one costs GEO as a component of a visibility project, tied to an identifiable deliverable, rather than as a standalone "AI" line.
Why choose a local agency?
The Luxembourg market combines four working languages, its own regulatory framework and search habits that spill across borders. An agency based in the country reads those signals directly. The August 2026 review shows it in outline: of the ten sites consulted, one is published in German and another displays no office address at all, only one phone number per country.
