Eight Luxembourg agencies were compared in September 2026 on their public websites. Only two publish prices: Shopify packages from €1,490 at WebDesign Luxembourg, and a range of €8,000 to €25,000 excl. VAT for a WooCommerce or PrestaShop store at AR Digital. The other six work on quotation. Shopify is the most widely offered platform (five agencies out of eight), ahead of WooCommerce (four) and PrestaShop (two).

1. E-commerce in Luxembourg in 2026: what to know before choosing an agency
According to Eurostat (2025), 80.1% of 16 to 74 year olds in Luxembourg ordered online during the year, against an EU average of 73.6%. The level is stable compared with 2024 (80.4%). Ecommerce News Europe (relaying Statista) puts the country's online sales at €1.11 billion in 2024.
On the supply side, Storeleads counted 1,062 active Shopify stores in Luxembourg on 4 September 2026, up 8% year on year (second quarter of 2026). Mostly modest catalogues, which explains Shopify's place in agency offers.
Two local specifics weigh on the brief. The Greater Region next: part of the orders ship to France, Belgium and Germany, which involves logistics and VAT.
💡 Worth knowing: since 1 July 2021, the EU VAT rules for online commerce set a single threshold of €10,000 per year for intra-EU distance sales. Above it, the VAT of the customer's country applies, declared through the OSS one-stop shop. This is a general fact, not tax advice: check your own case with your accountant before launch.
